Preface
This version of The Guide to Cross Compliance in England applies from the 2012 scheme year (1 January 2012) onwards. It replaces all earlier versions of the guide. You may want to keep these earlier versions for reference.
The What’s new section in this guide outlines the changes to the cross compliance rules for the 2012 scheme year. A new standard of Good Agricultural and Environmental Condition (GAEC) has been introduced called ‘No spread zones’ which aims to protect water against pollution and run-off from agricultural sources. Several other new rules have also been included in the Statutory Management Requirements (SMRs). We have highlighted key areas of non-compliance throughout this guide based on previous years’ inspection findings, as well as updating the wording throughout the guide to explain some of the rules more clearly. The guide has also been updated to reflect RPA taking over Competent Control Authority (CCA) responsibility from the Environment Agency (EA).
Over the next 12 months, we will be working with farmers, traders and agents to make sure the guidance we produce meets their needs. Future cross compliance guidance will reflect this.
