1. This notice is to:
- remind you that ITQ scheme forms are available on the Rural Payments Agency (RPA) website as templates for use as an e-mail attachment; and
- inform you that RPA will be unable to make payments by cheque after 15 October 2008.
2. In addition to the existing methods, you may submit ITQ2a, ITQ2b and ITQ2c forms by e-mail. This facility provides a quick and secure method of submitting forms.
3. Use of e-mail for the submission of ITQ forms is subject to the prior approval of applicants by the RPA and is conditional on agreement by the applicant to abide by the terms and conditions listed in Annex I.
4. Applications for approval can be made by completing the Terms and Conditions form at Annex I and returning the completed proforma on your company letterhead paper to:

5. Once you have received confirmation of approval you may use the templates with immediate effect (although you are of course free to continue to fax or post your completed forms).
6. The templates can be accessed on the RPA website www.rpa.gov.uk under
RPA Schemes > External Trade > Beef and Veal > Forms. You should be aware that you must save it to your own system prior to completion and attaching it to your e-mail.
Please note that submissions which include an attachment other than those available on the RPA website will not be accepted.
7. An e-mail address has been created for the submission of these forms and an e-mail confirming receipt will be automatically returned to the senders’ mailbox.
8. You must send your completed ITQ forms to the correct e-mail addresses. To obtain the correct addresses you should contact DARD, SERPID or your local RPA Inspectorate office.
The forms should be sent to:
- ITQ2a – itqforms@rpa.gsi.gov.uk and the RPA Inspectorate, DARD or SERPID;
- ITQ2b – the RPA Inspectorate, DARD or SERPID;
- ITQ2c – itqforms@rpa.gsi.gov.uk.
9. It is
not necessary for you to send a paper copy once you have e-mailed your ITQ forms to us.
10. A new EC regulation means RPA must make its scheme payments directly into bank accounts after 15 October 2008. This is being introduced as an anti-fraud measure and after this date RPA will not be able to pay customers by cheque.
11. If you currently receive payment by cheque you will need to provide RPA with your bank account details. You must complete a Bank Details registration form and return it to us. You can find the
CReg17 form on the RPA website
www.rpa.gov.uk by clicking on the link for ‘Customer Registration’ in the bottom right hand corner of the home page.
