RLE 1
The RLE1 is used to tell us if you are:
- transferring entitlements;
- transferring land that is already registered on the Rural Land Register (RLR);
- registering new land for the first time on the RLR; or
- changing boundaries or permanent ineligible features to land you have already registered on the RLR.
In most cases the RLE 1 will be pre-printed with as much detail as possible relevant to the type of transfer that you are making, but not land parcel details. Where it is not possible to send you a pre-printed RLE 1, we will send you a blank one.
To get an RLE 1, please call our Customer Service Centre (CSC) on 0845 603 7777. You will need your Single Business Identifier (SBI) when you call. You can also ask us to send you guidance notes for filling in the RLE 1 or you can download them from the icon at the bottom of this page. When you ask for an RLE 1 from us, you will be asked specific questions about the type of transfer that you are making. Make sure you have the following information with you when you call:
- The SBI of the farmer transferring entitlements/land out of their business (transferor).
- The number of land parcels being transferred.
- The SBI of the farmer transferring entitlements/land into their business (transferee).
- The empowered person (for example, a partner of the transferor’s business or agent) will need their Rural Payments Agency (RPA) Personal Identifier (PI).

If you want to sign an RLE 1 you must make sure that you are properly authorised (empowered) to do so, before you send the RLE 1 to us. Guidance on empowerments can be found on the
empowerments webpage and explain what you need to know before you fill in an RLE 1.
The following documents give guidance on filling in your RLE 1 for registering or making changes to land or for transferring entitlements and/or land. The RLE 1 Guidance contains a step by step guide for filling in the RLE 1.
Please note that there has been a change to the way in which land transfers should be submitted. In Part D: Field transfers and boundary changes, column D4 should be left blank if you are transferring the land to another farmer. Action code ‘B’ should still be used if you are transferring the land out of agricultural use.
Please use an original RLE 1 wherever possible. You can download an RLE 1 from this webpage.
There may be delays if you use an old version of the RLE 1.
The RLE 1 checklist is for your own use. It is a tick sheet which contains key information to help make sure that you have filled in the important parts of the RLE 1 so it is not returned to you. Please do not send it to us with the RLE 1.
If you download the RLE 1 please make sure you follow the guidance below.
- Print the RLE 1 on plain (not glossy) white A4 paper. Do not user other paper types (coloured, A3, for example).
- Send us the whole form – do not remove pages that you leave blank.
- If you need more pages, please use a new form.
- Staple the form in the top-left hand corner before you send it to us.

The transfer of entitlements deadline for the entitlements to be used for the SPS 2011 scheme year is 3 April 2011.
Changes to land details should be notified to us as soon as they are known about.
If you are making an amendment to a land parcel boundary, or telling us of changes to permanent ineligible features, you must include maps clearly showing the amendments. If the maps are unclear this will delay the processing of your RLE 1.
