2/12/08 - Private Storage Aid - Notice to Traders No: 74/08
1. This notice is to inform you of a new season in respect of butter being offered into private storage, and the opening of a scheme providing fixed rates of aid for private storage of butter of Community origin.
2. You may submit applications for this scheme from 1 January until 15 August 2009.
3. The main provisions of the scheme are as follows:
- aid will be payable, subject to the contract, for the storage of butter produced in accordance with Council Regulation (EC) No. 1234/2007. The rates of aid (in euros) to be granted can be found in the annex to this notice;
- aid will be paid for storage for any period not less than 90 days and not exceeding 227 days. The Commission may, however, reduce or extend the storage periods if the market situation so requires;
- the last date of contractual storage may not extend beyond 28 February 2010;
- removal from storage may only take place from 16 August 2009;
- the minimum quantity per contract will be fixed at 1 tonne; and
- the store used is approved by Agency inspectors as being fit to use as part of the scheme.
4. A quality certificate will be supplied to applicants wishing to store butter under private storage arrangements in another Member State. This will be supplied providing the butter meets the standards outlined in our explanatory leaflet IM(L)1.
5. Butter destined for storage under the scheme in another Member State will not be sampled or graded. This is carried out by the Member State of storage. Applicants wishing to store such butter in another Member State should send a request to the Newcastle office stating:
- name and address of applicant;
- name and address of manufacturing creamery;
- creamery approval number;
- Lot number;
- number of cartons;
- individual carton numbers;
- weight of lot (metric);
- name and address of the exporter;
- date(s) of manufacture of each part of the lot;
- code for the dates (if used); and
- Member State in which butter is to be stored.
Faxed requests must be clearly headed 'Private Storage Butter - Export'.
6. If you wish to participate in the scheme you are advised to read our explanatory leaflet IM(L)1 before submitting an application. The leaflet can be found on our website www.rpa.gov.uk.
7. To participate in the scheme you must submit a Storage Contract for PrivateStorage Aid. This is a revised form and must be used for all 2009 applications.
8. The contract number must be assigned by the applicant. This should be a unique number and must be presented in the following format:
PSA / trader number / four digits starting at 0001
Contract numbers should be sequential, for example PSA/223344/0001, PSA/223344/0002, PSA/223344/0003.
