Information from HM Revenue and Customs (HMRC) - CAP Export Declarations - Data Mismatches

Introduction
1. This notice is to remind you of the correct procedure for dealing with Data Mismatches relating to CAP Export Declarations which receive Route 0. It also explains the steps you should take if you are not receiving notification that your entries are Route 0.
Background
2. CHIEF (Customs Handling of Import and Export Freight) is the HMRC computer system which processes import and export declarations. Declarations are processed using a system of Route codes, which indicate how the declaration is being processed.

3. In certain cases CAP entries will be assigned a Route 0. This is frequently because of a mismatch between the data accepted by CHIEF and the data required by the CAP Risk System. In these cases CHIEF will generate an X0 Print which should print out automatically in the office of the company which submitted the entry. The X0 Print will give details of the type of mismatch/error and indicate whether it is at Header level or Item level and give the number of the item(s) affected.
Procedure
4. Where a mismatch has occurred, to enable the export to progress, you will need to amend the declaration.

5. If you are not receiving X0 Prints when an entry is stuck in Route 0 you should investigate in the following order:

- check your in-house systems are set up to receive and print X0 Prints;

- if your systems are set up to receive and print X0 Prints, but you are still not receiving them, contact your software supplier;

- if you are linked to CHIEF through a Community System Provider - confirm that their systems are set up to receive and forward X0 Prints;

- if you believe all other systems are working correctly, you should contact HMRC CHIEF Operations at chief.operations@hmrc.gsi.gov.uk with details of a specific declaration, where you consider an X0 print should have been generated, and they will confirm whether one was generated by CHIEF or if there is another problem.
