Single Payment Scheme 2007 Modulation Refund Payments

RPA is in the process of making modulation refund payments to farmers for the 2007 Single Payment Scheme (SPS).
EU modulation of 5% is automatically deducted from the payments made under SPS, in order to fund Rural Development Schemes in England. Member States are required to refund this money to farmers for the first €5,000 of the payments made in the Scheme year.

The total amount to be refunded in England is £11.98 million.

EU regulations stipulate that the total value of the refunds must be made within a national ceiling and that when the national ceiling is breached (as is the case with UK), refund values have to be reduced.

In 2007 a substantial number of SPS payments made were for small amounts and this means that many individual modulation refund payments will be very small.

RPA will continue to issue modulation refund payments over the next few weeks. The amount of modulation refund will be shown on the remittance advice sent separately at the time of the refund payment.
