Guarantees and Securities
The Rural Payments Agency operates many of the European Community schemes to regulate the market in agricultural products. Participants in these schemes are frequently required to lodge securities with us. The purpose of the security is to act as a guarantee to make sure that the obligations imposed by the schemes are properly fulfilled. “The Customer’s Guide to Securities and Guarantees” explains in detail the rules and requirements for lodging a security with the Rural Payments Agency.

There are specific instances where security does not need to be provided as explained in the Notice to Traders 15/05 regarding Import and Export Licences for licences with a security of less than €500. This new facility means that securities are no longer required for import and export licences where the security is less than €500 (subject to certain conditions and excluding certain categories of licences (currently only import licences for Beef and Beef Products).
