15/02/11 ~ Single Payment Scheme (SPS) 2011 - updated RLE 1 guidance booklet ready for transfer deadline


As the deadline for transferring entitlements fast approaches, RPA has published on its website an updated guidance booklet providing information on completing an RLE 1 form for registering, transferring or making changes to land, or for transferring entitlements. It contains a step-by-step guide to completing the RLE 1 form. It is easier to read and understand and includes additional guidance on how to add or amend permanent ineligible features for SPS.
 
RPA is reminding farmers they can transfer entitlements to a farmer at any time, but need to give six weeks’ notice before the effective date of the transfer. This means the deadline to tell RPA about a transfer of entitlements to be taken into account for SPS 2011, is 3 April 2011.  
 
Farmers and agents are being urged to submit transfer applications well in advance of the 3 April deadline. This will help any related queries to be resolved more quickly and, if necessary, allow time for a revised transfer application to be submitted before the deadline.
 
Alternatively forms can be dropped in to any of RPA’s Drop-In Centre post boxes and a list of Drop-In Centres and opening times can be found on the RPA website at rpa.defra.gov.uk/sps/offices.
 
Anyone wanting to sign an RLE 1 form needs to make sure they are correctly authorised (empowered) to do so, before sending the form to RPA. On the RPA website there is a helpful checklist for completing the form and a leaflet about empowerments – visit rpa.defra.gov.uk/rle1
 
RLE1 forms can be obtained by calling RPA on 0845 603 7777 - open from 8.30am to 5.00pm, Monday to Friday. Callers will be asked for their Single Business Identifier (SBI). You can also ask for one by email by clicking here.
 
You should allow at least seven days for the form to arrive. For more information read the RLE 1 guidance at rpa.defra.gov.uk.
 
RLE1 forms received after the 3 April deadline will be effective for the SPS 2012 scheme year.
